HMO Application Process (S63 Part 2, Housing Act 2004)

                 In addition to the application form and fee the following will be required to apply for an HMO licence:
                     detailed sketch or scale plan of the property, with measurements (min. A4 size),
                     current Gas Safety certificate,
                     current fire detection system test certificates to BS5839,
                     current emergency lighting test certificates to BS5266,
                     current electrical fixed wiring inspection test certificate from a competent electrician,
                     evidence that the landlords and/or, their agents, are fit and proper persons,
                     confirmation of satisfactory management arrangements,
                 The tests under which a Local Authority will consider an HMO application are set out in S65.

                 Thereafter, the mandatory conditions of an HMO licence are:
                   •  to produce an annual gas safety certificate,
                   •  to keep electrical appliances and furniture supplied by the landlord in a safe condition and to
                      supply declarations of their safety to the local council on demand,
                   •  to install smoke alarms and keep them in proper working order and to supply to the local council,
                      on demand, a declaration of their positioning and condition; and
                   •   give the occupiers a statement of the terms on which they occupy the HMO.

                 To assure compliance in app setup, we recommend to TICK the option:

                 MPAN  numbers for electricity meters, SPID  numbers for water, and

                 MRPN   for  gas,  all  remain  static  whilst  meter  serial  numbers  and
                 customer  account  numbers  do  change.    By  storing  these  fixed
                 reference numbers Planet Rent protects the landlord in 3 ways:
                 1.  so  long  as  the  Utility  Authority  is  entered  Planet  Rent  will
                     automatically  notify  them  of  tenants  names,  move  in  dates,
                     meter  readings  from  the  check-in  &  check-out  inventories,
                     thereby minimising landlord void costs.
                 2.  when tenants log in to input their referencing information, Planet
                   Rent  asks  for  their  consent  to  send  information  about  utilities.
                   Note:  express  consent  is  required  to  comply  with  the  GDPR
                   effective May 2018.  The question asked is:
