14.0 Operational building strategies
As part of a team working to RIBA Stage 4 our input will be to develop a full understanding of the
operational building strategy which prior to occupation will be lived and tested in dry run training with
Site Staff. Each operational building strategy needs to be translated into the Building Manual, which in
part will contain company procedures that will filter down throughout your developments, but there
will also be specific building strategies covering a range of things from:
Temporary lettings suite,
24 hour Emergency response & service level agreements,
Complaints resolution,
Contractors on site: safe working environment, pre-work risk assessments, signing in/out,
Day books, Site inspections & Reporting,
Deliveries & Parcels,
Dress code & conduct,
Facilities preparation,
Fire strategy, fire wardens, fire door checks,
Gardens, terraces,
Health & Safety at work: risk assessments & children,
Housekeeping & cleaning,
Insurance claims policy,
Key holding,
Lift emergencies & entrapment release,
Lighting strategy,
Noise & disturbance,
Occupancy, HMOs & illegal sub-letting,
Parking: tenants, guests, visitors, short term rental of spare spaces,
Pests, pets & pet licences,
Refuse: segregation, bin rotation, collection days, recycling, removal of bulk items,
Repairs liability, leak diagnosis,
Security screening: guests, contractors, estate agents,
Security, access & locking up,
Tenancy contract key clauses,
TV & Broadband issues,
Utilities: emergency shut down,
Utilities: tenant sign up and move out.
14.1 Example considerations to help formulate an ‘Access Strategy’
The access strategy is all about considering lines of security; here are 2 examples:
Example 1: taking the route from the main entrance lobby to an apartment as an example there are 5
possible lines of security
(1) Front door,
(2) Entrance lobby (containment?),
(3) Lift access? (fob to use lift at all?)
(4) Landing/floor access? (fob for lift & staircase access to specific floors),
