14.3 Freedom of movement of residents
A fully mains wired data recording access system will enable flexibility to address short term needs, e.g.,
crime threats to Core 1, and will need to take into account fob access to permitted facilities. For
example, fobs will not be enabled for gym access unless an induction certificate is held but all residents
would have fob access to the club room. And, if you rent the cinema, on visiting the Concierge instead
of being given a key to the cinema your fob would be enabled for cinema access for the day/time-slot.
14.4 Freedom of movement of guests
There are 3 views on freedom of movement of residents between floors:
(1) To create a socially inclusive environment residents should be able to visit each other’s floors/blocks,
(2) To maintain security, residents should be restricted to their block and permitted facilities,
(3) To maximize security, residents should be restricted to their block, their floor/permitted facilities.
Our preference is option (2) – to allow free movement within the residents blocks but not to other
towers, except for a tunnel route to communal facilities. This means that there is fob controlled security
floor by floor.
14.5 Access for deliveries
14.5.1 Vehicle height restriction physical height restrictors should be installed at the car park entrance and
well-marked with photo luminescent strips. The optimum is:
(1) External loading bays near Concierge,
Restricted hours need to be put in place for commercial loading/unloading. Commercial waste
collection will need to be segregated from residential, e.g., food use and being a non-residential
cost. Appropriate road signage and markings are essential. Loading times for move ins may well be
up to 9.30pm. Open access to above ground roads which will ‘apart from the loading area’ need to
provide obstructions to parking such as bollards, kerbing and double yellow road markings.
(2) Internal car park loading direct into stores,
Where the car park can be Concierge/Reception controlled then thought should be given to letting
vans, e.g., for Tesco/Waitrose deliveries to be directed into the car park to back up to the cold room.
The air-conditioned cool room ought to be positioned so that it has dual access Concierge side and
Car park delivery side and must have full CCTV provision so the Concierge can release the door to let
the delivery man self-load the store whilst the Concierge opens the door from the other side to
watch. Depending on the shape/size of the room some smart systems offer movable central
shelves on wheels to increase storage. In our experience a full cold store is NOT required and will be
under-used. Air-cooling added to a store room is sufficient.
(3) Internal resident move in direct to furniture lifts with temporary stores in car park (as not all
possessions may fit in the lift at any one time).
